Keynote Address

 
Professor Oliver Williamson, University of California, Berkeley, USAThe New Institutional Economics: Taking Stock, Looking Ahead
 
Abstract: R.C.O. Matthews, in his presidential address to the Royal Economics Society in 1986 pronounced that "the economics of institutions has become one of the liveliest areas in our discipline." The NIE has grown in stature and influence over the thirteen years since the pronouncement. This paper sketches some of the developments. It begins with four levels of social analysis: the background conditions of embeddedness; the institutional environment or rules of the game; the institutions of governance of play of the game; and resource allocation or orthodoxy. Some of the key ideas out of which the NIE works are then described. These include; a more veridical description of human actors; and emphasis, always and everywhere, on feasible over hypothetical modes of organisation; a reconceptualisation of the firm as a governance structure; and an insistence on refutable implications. The paper concludes with an examination of ‘full formalism’ and Russian economic reform.

Pre-conference Workshop

 

Dynamic Programming: All You Need to Know

The types of problem that can be solved by dynamic programming (DP) will be discussed, and solution methods outlined. A Windows-based general-purpose software package (GPDPvb) will be introduced. Participants will learn how to use the package to solve a range of example problems drawn for John’s book Dynamic Programming: Applications to Agriculture and Natural Resources. A bound photocopy of the book will be made available to participants registering by 7 January. All participants will be able to make copies of the software. The workshop will conclude with a forum giving the opportunity to discuss experiences in using DP, and prospects for future applications.
